JOB DESCRIPTION

Management, supervision and review of the deliverables of the Information Technology Division; Implementation of the Information Systems Strategic Plan; Oversees the data analysis and design, and the database management, implementation, monitoring, administration, tuning, performance, utilization, and standardization; Supervises the updating of the Listahanan database; Recommends policies and guidelines on the Listahanan household assessment; and Provision of technical assistance related to IT.

JOB DESCRIPTION

The Project Evaluation Officer V (Division Head) is responsible for guiding and implementing the overall monitoring, evaluation, and learning strategies and activities within the KC-NCDDP including internal performance monitoring, program evaluation, reporting, social accountability, data analysis, data management, and capacity building of staff and local counterparts on M&E. 

PRIMARY TASKS

1.     Lead in the preparation and implementation of the annual PMED work and financial activity plan;

2.   Provide technical assistance in preparing and consolidating progress reports for management and relevant agencies, in accordance with approved reporting formats and timing;

3.  Ensure that Program monitoring arrangements comply with the loan agreement and requirements of oversight agencies;

4.  Provide technical inputs in improving existing internal program evaluation design and development of additional tools as needed;

5.   Review developed TORs for external and third-party program monitoring and evaluation activities and special studies;

6.      Provide overall supervision to the Grievance Redress System by ensuring that it is properly functioning;

7.     Inform and join external supervision and evaluation missions of funding organizations and other agencies, by screening and analyzing monitoring reports and guiding mission members' use of M&E data;

8.  Plan and organize technical assistance and capacity strengthening on M&E (data collection, encoding, cleaning, analysis, and presentation) for program and implementing partner staff and other stakeholders;

9.     Provide inputs to plans for a National CDD Program enhancement, continuity, and/or succession;

10. Undertake field visits to support M&E implementation and to identify where improvements and adjustments might be needed;

JOB DESCRIPTION

Under the general supervision of the Deputy National Program Manager and the National Program Manager, will directly manage and supervise the Balik Probinsya, Bagong Pag-asa Program (BP2P). Provide guidance and direction to the division and ensure timely implementation of the program.

PRIMARY TASKS

1.     The BP2P Coordinator will provide technical oversight and guidance and ensure timely implementation of the Balik Probinsya Bagong Pag-asa Program (BP2P)

2.    Update the National Program Manager (NPM) and Deputy National Program Manager (DNPM) of program outputs, status of implementation and recommend technical inputs for policy discussions and enhancements;

3.    Assist the NPM and DNPM on preparation of annual plans, program evaluation workshops and major inter-agency activities;

4.     Coordinate with the respective inter-agencies' BP2P Focal persons regarding endorsed list of applicants for verification and assessment, also update the Department's position and recommendations on the draft policy documents and emerging implementation concerns;

5.    Coordinate with the Pantawid Pamilyang Pilipino Program's (4Ps) designated focal person for the Modified Conditional Cash Transfers (MCCT) beneficiaries' enrollment to the program and other related case management processes;

6.    Monitor the achievement of targets, ensuring that implementation is based on the approved Work and Financial Plan (WFP) and Monthly Disbursement Plans (MDP) and aligned with the BP2P program goals and objectives;
