How to file in Civil Service Exam?

There are two modes of Career Service Examinations (CSE) via: (1) written and (2) computerized.



You may choose to take the exam through any of these modes, test forms used in these modes are equivalent in terms of level of difficulty. Also, both modes contained the same number of test questions and have the same time limit, but please take note that there are differences in the application process and fees involved, as well as the releasing of results.

(1) The Pen and Paper Test (PPT) is usually offered twice a year. Requirements for application should be submitted to any CSC Regional or Field Office within the period of application that is announced at the CSC website, www.csc.gov.ph. This is on a first come, first served basis, and you need to coordinate with the CSC office where you plan to apply to inquire about available slots. 

With regard to manner of taking the test, examinees in PPT read the test questions from a test booklet and record their responses on an answer sheet.

Results of the PPT are released within sixty (60) days after the exam. Fifteen days after the release of passers, the ratings will be made available through the OCSERGS. To get the certificates of eligibility, passers should coordinate with the Regional Office where they applied.

(2) The schedule for the CSC Computerized Examination or COMEX, on the other hand, is announced through the COMEX website, http://comex.csc.gov.ph/user. Those who are interested to take the COMEX may create/register an account through this website. The COMEX is administered in sixteen (16) Testing Centers across the country. All CSC Regional Offices (CSCROs) and the Central Office serve as Testing Centers. You can take the COMEX in your preferred Testing Center. Requirements for application should be submitted on the day of the exam itself. 

With regard to manner of taking the test, examinees in COMEX read the test questions from computer screen and record their answers on the computer through the keyboard.

Results and certificates of eligibility of the COMEX are released within one (1) week after the exam unless an extension is announced due to technical problems.

APPLICATION REQUIREMENTS FOR CSE-PPT:

1. Fully accomplished Application Form (CS Form no. 100, Revised September 2016).
Note:  The spaces for “Signature of Applicant” and “Right Thumbmark” on the Application Form should be left blank. These shall be accomplished in the presence of the CSC processor.

2. Four (4) pieces of identical I.D. pictures with specifications, as follows:   
    a. Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)  
    b. Colored, with white background 
    c. Taken within three (3) months prior to filing of application 
    d. Printed on good quality photo paper 
    e. In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin) 
    f. In bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced)
    g. Showing left and right ears 
    h. Taken in full-face view directly facing the camera 
    i. With neutral facial expression, and both eyes open 
    j. With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME in the format: First Name, Middle Initial, Last Name, and Extension Name, if any

3. Original and photocopy of any of the following I.D. cards, which must be valid (not expired upon filing of application), and contains the complete name [i.e. first name, middle name/initial (if applicable), last name, and extension name (if any], clear picture, date of birth (if any) and signature of the holder, and the name and signature of the issuing agency’s head/authorized representative (if any):
a. Driver’s License;
b. Passport;
c. PRC License;
d. SSS I.D.;
e. GSIS I.D. (UMID);
f. Voter’s I.D.;
g. BIR I.D. (ATM type/TIN card type with picture);
h. PhilHealth I.D. (must, at the least, contain the holder’s name, clear picture, signature and PhilHealth number);
i. Current Company/Office I.D.;
j. Current School I.D. (validated for the current school year/semester/trimester);
k. Police Clearance/Police Clearance Certificate;
l. Postal I.D.;
m. Barangay I.D.; or
n. NBI Clearance.

Note:  All other I.D. cards not included in the above list shall NOT be accepted.

4. For applicants without date of birth in their I.D. card/s, original and photocopy of Birth Certificate issued by the Philippine Statistics Authority (PSA, formerly National Statistics Office), or the Local Civil Registry (LCR) printed on Security Paper (SecPa)

5. For applicants holding dual citizenship under R.A. 9225, original and photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration

6. Examination fee of Five Hundred Pesos (Php 500.00)

APPLICATION REQUIREMENTS FOR CSC-COMEX:

1. At least one (1) valid ID and the printed application. The application is created during account registration.

2. Applicants need not submit passport-size ID pictures since photo capture is done electronically on the day of personal appearance.

3.  COMEX Fee

Service fee for digital information   -   80.00 (photo, signature and biometric fingerprints
Examination fee                               -   PhP600.00
                                                            ----------------------
                                   TOTAL         -  PhP680.00   

Note: Application form must be filed PERSONALLY  by the applicant

Schedule of Availability of Service: Monday to Friday, 8:00 a.m. – 5:00 p.m. without noon break 

Duration:  20 minutes



STEPS ON HOW TO APPLY FOR CSE-PPT:

A. Secure Application Form 

There are two ways of obtaining application form:

 You may direct to the nearest Civil Service Commission Regional Office (CSCRO) or Civil Service Commission Field Office (CSCFO). Ask a copy of Civil Service Exam Form also known as CS Form No. 100, Revised September 2016Check for CSC Regional and Field Offices Contacts and Locations.

B. Fill-out all necessary information in the application form without affixing signature and thumbprint (this is done in the presence of CSC processor). Use Black ink only and read instructions carefully.

C. Attach your 2 Passport size pictures

D. Prepare your requirements: P 500.00, Fully accomplished Application Form, Original and Photocopy of Valid ID and the other 2 Passport size pictures.

E. Submit accomplished application form without affixing signature and thumbprint to CSC Regional Office or CSC Field Office where you intended to take the examination. Once evaluated by the CSC processor, affix your signature and thumbprint in the presence of CSC processor. 

F. Pay P 500. Get your examination receipt slip and other instructions/reminders given by the CSC processor.

Note: Application form must be filed PERSONALLY  by the applicant

Schedule of Availability of Service: Monday to Friday, 8:00 a.m. – 5:00 p.m. without noon break 

Duration:  20 minutes



STEPS ON HOW TO APPLY FOR CSC-COMEX:

1. Register an account in the COMEX website: https://www.comex.csc.gov.ph/user. Then the system will ask you to provide your personal and other pertinent information. You must have an active email account where the confirmation email will be sent for the activation of your COMEX account. 

2. Once activated, the user will have access to the Examination Schedules and may reserve an examination slot through the COMEX Reservation website (erpo.csc.gov.ph/comexreservation/user). Fill out the required fields. Please remember or take note of your login credentials (email address and password). Those with existing COMEX Reservation Account, shall log in and update your account to select the preferred type and date of examination. Login using your email and password (http://erpo.csc.gov.ph/comexreservation/user/login), and choose SLOT RESERVATION.

3. Once a reservation has been made, an applicant should personally submit an original and photocopy of a valid I.D. card and pay the examination fee to the designated CSC Office on the scheduled date and time.
